2026 Integrated Resource Plan

Explore PNM's vision for New Mexico's energy future through the 2026 Integrated Resource Plan (IRP)

This comprehensive plan outlines how PNM intends to reliably and affordably serve customers while continuing progress toward a carbon-free energy portfolio by 2045. Building on significant achievements since the 2023 IRP, PNM has added or secured approval for substantial new renewable energy and battery storage resources while reducing carbon emissions and supporting economic growth across the state. The plan evaluates a range of future scenarios and resource options to balance reliability, affordability, environmental stewardship, and evolving customer needs.

The IRP reflects extensive stakeholder engagement and identifies a pathway that expands clean energy resources, modernizes the grid, advances demand-side programs, and prepares for future technologies that can support a carbon-free future. It also introduces a dynamic planning framework designed to adapt to changing market conditions, customer demand, and emerging technologies. Through continued investment, innovation, and collaboration, PNM is positioning New Mexico for a resilient, sustainable, and affordable energy future while maintaining a strong commitment to reliable service for customers and communities across the state. The IRP process results in a published report defining a Statement of Need ("SoN") which outlines future needs and an Action Plan ("AP") which defines the near-term activities that PNM will undertake to achieve the SoN. The IRP process is renewed every three years, pending unanticipated material changes in assumptions that could lead to a revised statement of need or course of action.

Download the full IRP report and supporting appendices below to learn more about PNM's long-term planning efforts and the strategies being developed to power New Mexico's future.

Facilitated Stakeholder Process

As part of PNM's IRP process, a Facilitated Stakeholder Process ("FSP") allows the public and other stakeholders in ongoing dialogue to solicit their views and build upon their expertise and experience and help to define PNM's clean energy future. The FSP encourages public interaction through a series of meetings that examine PNM's planning framework, assumptions, challenges and opportunities under the oversight of an independent third-party selected by the New Mexico Public Regulation Commission ("NMPRC").

Pursuant to the existing IRP rule, Gridworks was appointed by the NMPRC to facilitate the public stakeholder engagement process for PNM's 2026 IRP.

To participate in PNM's 2026 IRP, please visit the Gridworks website to for details about FSP. At that site you can sign up for upcoming meetings, view past meeting summaries and recordings and view Gridworks presentations and materials related to the FSP.

Understanding the Grid: IRP Terms and Utility 101

Delivering reliable, affordable, and cleaner electricity requires decisions grounded in both planning concepts such as IRP acronyms like PRM, ELCC, and ICAP/UCAP and operational realities, including how generation and transmission work. This section brings these elements together. It provides concise definitions along with "Utility 101" videos on topics such as how the grid works, renewable resource challenges, and grid-scale energy storage. The goal is to help newcomers build confidence so that everyone speaks the same language when planning the future of the grid.
