Joint Use

PNM structures, which include distribution and transmission, can be made available for joint use with equipment for wireline, wireless, telephone, cable and Internet service providers. PNM will comply with all federal, local, NESC, and OSHA requirements. All attachers must have an executed Master License Agreement with PNM prior to making any type of attachment.

Application Process

Submittal of an application is required for:

  • Adding 1 or more new attachments
  • Modifications (any change in type, nature, or location of an attachment)
  • Small cell antennas
    • Small cell antennas will require a separate pole application and agreement.
  • Removal of one or more attachments.

PNM can approve or deny an application, in whole or in part, for reasons of safety, reliability, capacity or engineering reasons.

Licensee is responsible for obtaining from public authorities and public owners of real property, any and all permits, rights-of-way or easements and shall provide to PNM upon request.

Requirements for Joint Use Pole Attachment Applications
 

Simple (OTMR) PDF Document

Licensee must submit pole attachment application to PNM in SpidaMin with SpidaCalc file.

Complete application consists of the following:

Complex (NON-OTMR) PDF Document

Overlash:  The tying, draping, twisting, wrapping or otherwise attaching Communication Cable over or around one¿s own Communication Cables attached to PNM Distribution Structures.

  • PNM requires a 15 day advance notice for overlash in SpidaMin to include pole identification, size and weight of the cable that will be overlashed on one¿s cable.
  • If after receiving the required 15 day advance notice to overlash one¿s own cable, PNM determines through its own engineering analysis that there is insufficient capacity on the pole for a noticed overlash, the noticed overlash would be inconsistent with generally applicable engineering practices, or the noticed overlash would compromise the pole¿s safety or reliability, PNM will provide to the attacher within the 15 day notice period, why the overlash would create a capacity, safety, reliability or engineering issue.  The attacher must address any identified issues, either by modifying its proposal or by explaining why, in the attacher¿s view, a modification is unnecessary, before continuing with the overlash.
  • PNM requires a post-overlashing notice in Spidamin from the attacher once the overlash is complete. PNM has 90 days from the date of this notice to inspect the overlash.  PNM has 14 days after completion of its inspection to notify the attacher of any damage or any safety, electrical, engineering or construction violations to its equipment caused by the overlash.  PNM can either complete any necessary remedial work and bill the attacher for reasonable costs related to fixing the damage or code violations, or require the attacher to fix the damage or code violation at its sole expense within 14 days following notice from PNM.
  • Strand mounted equipment or Wi-Fi boxes are not considered as overlash, and must have a pole loading analysis submitted to PNM prior to attaching.

Joint Use Technical Requirements

  • All work on PNM poles must meet or exceed the requirements of the NESC codes and PNM technical requirements, or any other codes, requirements or standards or required by law.
  • Each pole attachment must be tagged at each pole with company name.
  • Include snowshoe attachment information in SpidaCalc.
  • Include Wi-Fi attachment location and information as necessary for pole loading analysis.
  • Radio Frequency (RF) for all Wi-Fi and antennas must be provided upon request.
  • All new attachments must be anchored and guyed prior to attachment installation.
  • Licensee shall remove unused cable and hardware.  No excess cable on poles allowed.

  • Unauthorized or improper attachments will be subject to penalties or notification to remove attachment.
  • All Technical Requirements that are in the Master License Agreement must also be followed.
