Public Service Company of New Mexico issued a Request for Proposals for a minimum of 40 megawatts (MW) of demand side management measures
 

PNM is requesting proposals for all forms of demand side management that provide the best value to its customers and meets stringent reliability requirements while ensuring reduced energy consumption. Qualified parties are encouraged to submit proposals for these demand side management measures that total a minimum of 40 megawatts of load reduction within the PNM service area across New Mexico. The request for proposal seeks cost-effective demand side management measures that include demand response or energy efficiency resources. The proposals rely on participation from PNM customers and should have an in-service date by June 1, 2022. PNM is providing favorable consideration to bids that maximize the use of New Mexico workforce and apprentices. The resources called for in this request for proposal will allow PNM to maintain the required level of operating resources that meet industry mandates from the North American Electric Reliability Corporation and Western Electricity Coordinating Council.

The RFP event number is 109-GENALL-2020. The RFP event package will be available on August 14, 2020.

In order to preserve transparency in the process and facilitate equal consideration to all respondents, bidders must not contact any PNM employees or agents of the company in regard to this RFP. All communications are to be conducted through PNM Sourcing¿s public site. Attempts to communicate outside of the RFP website may result in a potential bidder being disqualified from participating in the RFP and PNM makes no commitment to respond to any other forms of communication.

A schedule for the RFP process has been posted within the RFP event, and respondents can refer to the RFP website for notice of changes/updates to the schedule. Important deadlines include:

  • Bidder Teleconference (On-line): Wednesday, August 19, 2020 at 8 AM (MST)
  • Notice of Intent to Respond due: Monday, August 24, 2020
  • Proposals due: Monday, September 14, 2020 by 4pm (MST)

The objective of PNM is to solicit competitive proposals for all forms of capacity, energy, demand response and storage resources that provide the best value to PNM customers, meet stringent reliability requirements and facilitate the continued transition toward an emissions-free future.

Request for Proposal (RFP) Instructions to Bidders PDF Document

The RFP event number is 100-GENALL-2020. Interested parties must access this RFP event to download and submit an executed NDA required to receive access to the RFP event package. The RFP event package will be available on June 25, 2020.
