2026 Integrated Resource Plan

Planning for your energy future

PNM's 2026 Integrated Resource Plan ("IRP") planning process identifies the mix of resources that, together, reliably meet system requirements, regulatory requirements, mitigates environmental impacts, while maintaining affordability to customers. The process results in a published report defining a path to the Most Cost-Effective Portfolio, leading to a Statement of Need ("SoN") which outlines future needs and an Action Plan ("AP") which defines the near-term activities that PNM will undertake to achieve the SoN. The IRP process is renewed every three years, pending unanticipated material changes in assumptions that could lead to a revised statement of need or course of action.

Facilitated Stakeholder Process

As part of PNM's IRP process, a Facilitated Stakeholder Process ("FSP") allows the public and other stakeholders in ongoing dialogue to solicit their views and build upon their expertise and experience and help to define PNM's clean energy future. The FSP encourages public interaction through a series of meetings that examine PNM's planning framework, assumptions, challenges and opportunities under the oversight of an independent third-party selected by the New Mexico Public Regulation Commission ("NMPRC").

Pursuant to the existing IRP rule, Gridworks was appointed by the NMPRC to facilitate the public stakeholder engagement process for PNM's 2026 IRP.
