A Transportation Electrification Program Update

There is a particular kind of optimism that comes at year's end, the hush between one calendar's closing and the next's promises. At PNM we feel that momentum-serving more than half a million customers and steering New Mexico toward cleaner, smarter mobility. Our Transportation Electrification Program (TEP), approved by the New Mexico Public Regulation Commission, is more than a set of incentives; it is an invitation for communities across the state to reimagine how we move, invest in charging infrastructure, and make sure income-qualified households are not left on the sidelines during this transition.

Running from 2024 through 2026, TEP delivers three years of targeted support designed to lower the barriers to electrification. The program covers up to $2,000 for residential Level 2 chargers and installation, offers a $4,000 purchase rebate for income-qualified EV buyers-new, used, or leased-provides eBike rebates, and funds commercial Level 2 and DC fast charger make-ready projects. The Whole Home EV Rate rewards drivers who shift charging to overnight hours with lower electricity costs, turning late-night charging into a small, practical holiday gift to your household budget.

At the midway mark, the results feel almost festive: customers have logged more than 800,000 hours charging their EVs, resulting in more than 650,000 gallons of gasoline saved and estimated savings to Whole-Home EV rate pilot participants of over $130,000. Furthermore, the TEP has helped almost 250 families purchase their first electric vehicle, and more than 400 residents have used the eBike rebate to recharge their morning commute. As we tuck into the season's warmth and look forward to 2026-the moment we begin shaping the next three-year cycle-we're energized by what's already been built and eager for what comes next.

Over 1,400 New Mexicans received support at PNM's largest assistance event of 2025

On October 25, PNM had its annual Community Assistance Fair. We hosted over 50 different local agencies, connecting families to vital community resources. Attendees were able to get on-site assistance with their electric, water, and gas bills, as well as free clothing, flu shots, and more.

Through PNM's Good Neighbor Fund, approximately $93,754 was awarded to 626 families, and over $10,000 in Walmart gift cards were distributed.

The Good Neighbor Fund (GNF) is a donation-based emergency fund that provides energy assistance to income-qualified customers who are at risk of being disconnected.

At PNM, your safety is a top priority. In 2025, we took major steps to reduce wildfire risk and keep our communities informed and prepared.

Clearing the Way for Safety: This year, our crews trimmed approximately 4,000 trees and cleared around 525 miles of vegetation along our system. That's like driving the entire length of New Mexico from north to south - one and a half times over. These efforts help prevent wildfires by reducing the chance of trees or brush coming into contact with power lines.

Bringing Resources to High-Risk Areas: We hosted wildfire preparedness town halls in high risk fire areas across New Mexico. These events connected customers with local officials, first responders, and PNM experts to share safety tips, emergency planning resources, and updates on what PNM is doing to protect your community.
