PNM Customer Eligibility Requirements
Eligible customers are limited to one (1) rebate per service address (either market-rate or income-qualified). To qualify for the rebate, customers must meet the following criteria:
- Be a PNM residential customer
- Able to show photo ID and proof of PNM service address at point-of-sale
- Purchase the qualifying eBike through a participating retailer
- If claiming the income-qualified rebate, applicants must self-certify as income-qualified
2026 Federal Poverty Guidelines
To be income-qualified, your household income must be at or below 200% of the Federal Poverty Guidelines based on the number of people in your home. The income limits are updated each year. If your household income falls within these limits, you may qualify for enhanced rebates through PNM's Transportation Electrification Program.

eBike Eligibility Requirements
- Must be intended for transportation (not purely recreational)
- Must use an electric motor that is 750 watts or less and must not be gasoline-powered
- May be any class of eBike (per the State of New Mexico's eBike definition). Includes an electrical assisted bicycle with a motor that provides assistance:
- Class 1: Pedal-assist only with a motor that stops at 20 mph; allowed on most bike lanes and multi-use paths unless locally restricted
- Class 2: Features a throttle for motor-powered riding with out pedaling, also capped at 20 mph, but may face more path and trail restrictions
- Class 3: Pedal-assist only with motor support up to 28 mph, requires a speedometer, and is limited to riders age 16+ with use typically restricted from pedestrian paths unless permitted locally
- Must include a rechargeable battery (attached or detachable)
