How to Apply

Step 1: Find a Participating eBike Retailer Near You

  • Visit a participating electric bicycle retailer.

Step 2: Pick the Right eBike For You

  • Choose a qualifying eBike that meets program requirements.

Step 3: Go ALL Electric and Purchase Your Ride!

  • Once you've picked your dream eBike from a participating shop, the rest is easy. The retailer handles the rebate right then and there¿no paperwork required. Just verify your eligibility, grab your handlebars, and ride into your electric future.

Eligibility Requirements

To qualify for the rebate, customers must meet the following criteria:

  • Be a PNM residential customer
  • Able to show photo ID and proof of PNM service address at point-of-sale.
  • Purchase the eBike through a participating retailer
  • If claiming the income-qualified rebate, applicants must self-certify as income-qualified.

Eligible customers are limited one (1) rebate per service address (either market-rate or income-qualified).

eBike Eligibility Requirements

  • Must be intended for transportation (not purely recreational)
  • Must use an electric motor that is 750 watts or less and must not be gasoline-powered.
  • May be any class of eBike (per the State of New Mexico¿s eBike definition). Includes an electrical assisted bicycle with a motor that provides assistance:
    • Class 1: Pedal-assist only with a motor that stops at 20 mph; allowed on most bike lanes and multi-use paths unless locally restricted.
    • Class 2: Features a throttle for motor-powered riding without pedaling, also capped at 20 mph, but may face more path and trail restrictions.
    • Class 3: Pedal-assist only with motor support up to 28 mph, requires a speedometer, and is limited to riders age 16+ with use typically restricted from pedestrian paths unless permitted locally.
  • Must include a rechargeable battery (attached or detachable)

Frequently Asked Questions

Can I get more than one rebate?

No. Each PNM service address is eligible for only one rebate¿either market-rate or income-qualified.

What qualifies as an electric bicycle?

The eBike must be used for transportation, have an electric motor, and include a rechargeable battery.

How do I know if I¿m income-qualified?

You¿ll self-certify your income status at the time of purchase with the retailer. To evaluate income-qualification eligibility review the Federal Poverty Rate Table.

Can I buy my eBike online or from a non-participating retailer?

No. Rebates are only available in person at participating retailers who verify eligibility and apply the rebate at checkout.

If I bought my eBike from a participating retailer but didn¿t receive the rebate at checkout, can I still get it?

No, the rebate must be processed at the time of purchase by a participating retailer.

What happens if the rebate limit is reached?

Once the rebate cap is met no additional rebates will be issued.

If the e-bike I purchase costs less than the value of my instant rebate, do I get to keep the balance?

No. Any unused rebate amount is forfeited.

Do I need to bring anything with me to the bike shop to purchase my eBike?

Yes, every customer must provide photo identification. Acceptable photo IDs include:

  • State Identification (ID) Card
  • Driver's License
  • US Passport or Passport Card
  • US Military Card (Front and Back)
  • Military Dependent's ID Card (Front and Back)
  • Permanent Resident Card
  • Certificate of Citizenship
  • Certificate of Naturalization
  • Employment Authorization Document
Do I need a driver's license or registration to ride an eBike in New Mexico?

Registration is not required e-bikes are exempt ((NMSA 66-3-1(A)(12)). E-bikes are not motor vehicles (66-1-4.11(H)), and they're regulated in the bicycle code sections.

Are helmets required for eBikes in New Mexico?

Yes, helmets are required for all riders under the age of 18, regardless of eBike class. While adults are not legally required to wear helmets, it's strongly recommended for safety.

Can I ride a Class 2 or Class 3 eBike on shared paths?

Only if the path runs within a street/highway or your local agency specifically allows it. Otherwise, Class 2¿3 are limited on bike/ped paths (§66-3-709(B)).

Are eBikes allowed on natural-surface trails?

Not by default. Natural-surface non-motorized trails are off-limits unless the land manager (city/county/state) authorizes e-bikes (§66-3-709(D)).
