PNM Issues Request for Proposals for Demand Side Management Resources Albuquerque: PNM, an investor-owned, regulated utility serving more than 500,000 customers in New Mexico, issued a request for proposals, or RFP, today for electric demand side management programs to meet a portion of the PNM retail electric load. PNM requests proposals through a competitive process to develop a primary capacity supply of 20 to 40 megawatts (MW) net summer dependable capability from 2014 through 2020 to include:
