PNM 2021 Replacement Generation Request for Proposal

Public Service Company of New Mexico (PNM) is issuing a request for proposal (RFP) for any and all forms of electric generation and innovative technologies to power our customers and transition our energy mix to 100 percent emissions-free.

PNM is seeking 200 to 400 megawatts of firm capacity for its energy resource portfolio with an estimated in-service date of prior to December 31, 2024.

PNM is seeking resources in alignment with the recently issued 2020 PNM Integrated Resource Plan ( and its path to be carbon free by 2040. PNM also continues to emphasize the importance of hiring New Mexico based workforces and apprentices.

Our objective at PNM is to solicit competitive proposals for all forms of capacity, energy, demand response and storage resources that provide the best value to our customers, meet stringent reliability requirements and facilitate the continued transition toward an emissions-free future.

The resources called for in the Request for Proposal (RFP) will allow PNM to maintain the required level of operating resources that meet industry mandates from the North American Electric Reliability Corporation and Western Electricity Coordinating Council.

Registration and Proposal Submittals

This RFP will be managed through a PNM Sourcing site hosted by SciQuest, an affiliated entity of Jaggaer®. The Instructions to Bidders document is provided as a non-confidential document on the PNM website identified below:

Interested parties must access RFP event 101-GENALL-2021-NDA to download and submit an executed non-disclosure agreement required to receive access to the RFP's event package. The RFP's event package will be available on March 8, 2021.

In order to preserve transparency in the process and facilitate equal consideration to all respondents, bidders must not contact any PNM employees or agents of the company in regard to this RFP. All communications are to be conducted through PNM Sourcing site. Attempts to communicate outside of the RFP website may result in a potential bidder being disqualified from participating in the RFP. PNM makes no commitment to respond to any other forms of communication.

A schedule for the RFP process has been posted within the RFP Instructions to Bidders, and respondents can refer to the RFP event for notice of changes/updates to the schedule.
